If you have a Wells Fargo Account, I think this will be the cheapest way to go. You can sign up for a remittance account. Wells Fargo will issue you a debit card for the reciever. Mail the card to the receiver in the Philippines then all you have to do is transfer money to your remitance account from your Wells Fargo account. The fee is $5 and there is no dollar amount limit. The only downfall is that it takes 24HRS for the money to be available.
I've been using western union. So far, it's fastest way to send money. As soon as the transfer is through, they say that the money will be available in 15 minutes but from my experience it's available immediately. Money transfer to Philippines is a fee of $16 for every $400 but if you are in California & you do a money transfer to Philippines by phone using a debit card of credit card, it's only $14. Also, if you sign up as a gold member, you earn credits for a free transfer & sometimes even a free 5 minute international call.
Here are 2 other companies that I've found with pretty good deals.
Xoom
Ikobo
